Brandon Lapsley is the Administrative Officer for the City of Philadelphia, Office of Emergency Management. In this role, he manages special projects for OEM, and works with the Director, Deputy Directors, and Program Managers to help Philadelphia to prepare for possible emergencies in the City, lessen their impact, and recover as quickly as possible.
Brandon was previously OEM’s Finance and Administration Program Manager, supporting budgeting, Grants, and purchasing and contracting for OEM’s operations and planning efforts. He also managed the Homeland Security Grant Program allocation for the City, coordinating HSGP spending among City, public safety, emergency response, and other local, State, and Federal partners. Brandon participated in the Naval Postgraduate School Center for Homeland Defense and Security’s Emergence Program.
Prior to joining OEM, Brandon worked as a Program Specialist with the US Agency for International Development, supporting US Government programs in transitioning communities. He also served as a Program Manager with the Community Action Agency of Delaware County, helping low-income Veterans overcome housing crises. Brandon holds a master’s in International Affairs from American University and a bachelor’s in Political Science from Penn State University.
